For questions regarding construction on land owned in North Carolina, the property owner must first contact and file applications with the local governmental authority in their town, city or county. Obtaining land use permission for new construction is the sole responsibility of the property owner including demolition permits when removing structures.
This is better researched and conducted by the property owner – The contractor or builder does not own the land.

Zoning, Land Use, and/or Filing for Variances: All work related to building permit issuance must be completed by the property owner [before] the building permit application is filed for or issued.
Inco charges $9000.00 as a minimum fee (does not include the Building Permit fee) for Zoning related discovery or approvals, as well as reimbursement for all fees charged by the town, city, or county during the permit application process.
It is the property owners’ responsibility to file variance applications and hold public hearings.
TIMELINE: Zoning, land use, and variance applications and approval processes, which include public commenting, have in the past taken 2-4 months or longer.
Variance: Whenever a property is subject to zoning regulations, a variance in most, but not all situations can be requested to modify or waive the zoning regulations.
